A couple of things.

1. The character sheet it refers to is the wiki character sheet, not your join form.
2. You are on Earth, so unless you have a house or a ship with a messenger bot, you can't buy stuff from another planet.
3. Buying stuff from another planet with the above house + messenger bot or ship + messenger bot, there's a 25% cost increase. Intergalactic Parcel Services is a bit expensive.
